CORE – Concept of Reserve Employment

The CORE ALCOAST is out for our SELRES.  Concept of Reserve Employment is a defining doctrine to model our reserve workforce for the next generation.  Anticipate several follow on ALCOAST that will be competency specific to provide gates for our workforce to plan for.
Remember the big 3 that I would like to emphasize as we manage the Force:

2. Competencies – (CORE)
3. Advancements
CORE is all about competencies.

SUBJ: CONCEPT OF RESERVE EMPLOYMENT (CORE)
1. THIS ALCOAST ANNOUNCES THE CONCEPT OF RESERVE EMPLOYMENT (CORE) PROJECT, A MULTI-YEAR UNDERTAKING TO MANAGE RESERVE PERSONNEL ALLOWANCES, RECRUITING,  MOBILIZATION, AND TRAINING SO AS TO MAINTAIN AN OPTIMAL MIX OF NEEDED COMPETENCIES FOR COAST GUARD OPERATIONAL COMMANDERS.
2. THE “CONCEPT” ANIMATING CORE IS THAT THE SIZE, SHAPE, AND TRAINING OF THE COAST GUARD RESERVE SHOULD DERIVE FROM THE SEVEN CAPABILITIES (BOAT OPERATIONS, CONTINGENCY PLANNING AND RESPONSE, EXPEDITIONARY WARFARE, MARINE SAFETY, PORT SECURITY, LAW ENFORCEMENT AND MISSION SUPPORT) AND THREE RESERVE ROLES (MARITIME HOMELAND SECURITY, NATIONAL DEFENSE AND DOMESTIC DISASTER OPERATIONS) IDENTIFIED IN THE
2010 RESERVE POLICY STATEMENT AND FROM REQUIREMENTS DEFINED BY THE DEPUTY COMMANDANTS FOR OPERATIONS AND MISSION SUPPORT.
3. CORE IS INTENDED TO SUPPORT ALL FOUR PRIORITIES IN THE 2011
COMMANDANTS DIRECTION: SUSTAIN MISSION EXCELLENCE, RECAPITALIZE AND BUILD CAPACITY, ENHANCE CRISIS RESPONSE AND MANAGEMENT, AND PREPARE FOR THE FUTURE.  WHEN ALL PHASES OF THE PROJECT ARE COMPLETE, CORE WILL HAVE HELPED BUILD A RESERVE FORCE SPECIFICALLY DESIGNED TO PROVIDE KNOWN LEVELS AND TYPES OF CAPABILITY.
4. THE FIRST PHASE OF CORE IS INFORMING RESERVISTS AND THEIR COMMANDS OF SERVICE EXPECTATIONS FOR ENLISTED COMPETENCIES FOR EACH RATING AND EACH RESERVE CAPABILITY.  COMDT (CG-13) WILL ISSUE A SERIES OF SEVEN ALCOASTS COVERING COMPETENCIES OF THE SEVEN COAST GUARD RESERVE
CAPABILITIES.  WHEN ALL OF THESE ALCOASTS ARE PUBLISHED, EVERY RESERVIST WILL HAVE A TRACKLINE WITH WAYPOINTS INDICATING WHAT COMPETENCIES THEY ARE REQUIRED TO ATTAIN AND MAINTAIN AT EACH PAY GRADE THAT ALIGNS TO THE MISSION REQUIREMENTS OF THEIR AUGMENTED UNIT AND THEIR RATING.  THIS DOCTRINE WILL PROVIDE CLARITY TO TRAINING PLANS.
